Background on City Requirements and Codes

PERMITS PRIOR TO CONSTRUCTION: Permits are required by the City’s Zoning Ordinance prior to beginning any construction project or any proposed change in the use of an existing structure. Please refer to the list of possible modifications or additions which would require a permit in advance.

Property Maintenance Code: The Property Maintenance Code of St. Clairsville, Ohio, contains enforceable guidelines on all matters affecting or relating to the exterior of structures, premises and property within the City limits. The intent of this code is to ensure the public health, safety and welfare of the City’s residents.

Please be sure to call the Ohio Utilities Protection Service (O.U.P.S.) at least 48 hours before you begin any digging at 1-800-362-2764 (or 8-1-1). The 48 hour advance notice excludes weekends and legal holidays.

Additional information is available on the O.U.P.S. web site for homeowners and contractors. Excavation requests also can be submitted online through the O.U.P.S. web site.

With the warm weather comes the desire to work outside and make improvements to the home. For your safety, remember to call before you begin any digging. This free service is available 24 hours a day, seven days a week.

The Ohio Utilities Protection Service will notify all utilities registered with them to locate any underground lines in your area. Remember: call before you dig; wait the required time for marking by the utility owner/operators; respect the marks; and dig with care. It’s the law; and it saves time, money, property and lives!

Questions to Ask when Looking to Rent Space

  • What is the rent for the space?
  • Does the rent include any or all utilities?
  • Is there a lease and, if so, what is it?
  • What is the length of the lease? Does it change after one year?
  • Is a security deposit required?
  • Is there gas or electric heat?
  • Who is responsible for snow removal?
  • As the tenant, am I responsible for maintenance inside?
  • Who takes care of the maintenance outside?
  • Who do I contact if something goes wrong?
  • Where is the entrance for the rental space – e.g. front of structure, side, or rear?
  • Is there a security system in place? Are there fire alarms in the unit?
  • Are telephone and internet services available?
  • What type of internet or cable service is available in the rental unit?
  • Am I responsible for trash removal or is this a responsibility of the landlord?
  • Will the landlord build to suit if needed?
  • Is there a surge protector on the fuse box?
  • Do the electrical wiring, water pipes and sewer pipes meet City Code?
  • Is there carpeting and is it in good condition?
  • Are there City, Township, County or State permits or guidelines I should be aware of?
  • Is the rental space handicap accessible and to what degree?
  • Are there restroom facilities?
  • Can a sign be attached to the building?
