Annexed to the City of St. Clairsville, Memorial Park is managed by an independent Park District Board. Its primary source of funding is two levies, one dedicated to maintenance and the second reserved for limited staffing. The park provides: a playground; baseball field; basketball, tennis and pickelball courts; swimming pool; and shelters. The City of St. Clairsville and Richland Township supplement the funding with in-kind assistance as needed.
On July 11, 2018, the City officially opened the Newlin Falls Nature Trail which connects the northeast corner of Memorial Park to a heavily forested piece of undeveloped property. The Newlin Falls Nature Trail is a wooded trail approximately one mile long with a mulched 6 to 8 foot wide path. It is open to the public during daylight hours. Mayor Pugh is proud of this collaborative effort between the City of St. Clairsville, the Park District, Richland Township and Gulfport Energy Corporation. Featuring two waterfalls and a bridge over a rolling stream, the Newlin Falls Nature Trail is a unique addition to the community’s recreation options.
