Director of Public Service & Safety

Effective July 29, 2024, Scott Harvey was appointed to the position of Director of Public Service and Safety. Mr. Harvey brings over ten years of extensive experience within city operations, specifically in the wastewater department. Additionally, he possesses strong management skills and a corporate mindset developed during his tenure at Coca-Cola and his experience working in the coal mining sector. Mr. Harvey’s office encompasses the role of Executive Assistant and HR Coordinator, held by Elaina Moscato, emoscato@stclairsville.com. Mrs. Moscato brings with her eight years of experience in the oil and gas industry as a Drilling Engineer Technician, as well as a tenure with Gemma Power Supply as a Project Control Scheduler. Her extensive training and comprehensive understanding of policies and procedures have enabled her to transition seamlessly into this position.
