Code Sec. 351.13 prohibits parking on any City street from midnight to 6 A. M. on any night when snowfall exceeds two inches

351.13   SNOW BAN.
   (a)   No person, being the owner or operator of a motor vehicle, shall cause or permit the same to be parked or to remain stationary, unless in the event of an emergency, on any street within the Municipality during the period from 12:00 midnight until 6:00 a.m. on any night during which the snowfall during the period from 6:00 p.m. until 6:00 a.m. exceeds two inches in depth.
   (b)   Any employee, officer, member of Council of the Municipality or duly authorized agent of such employee, officer or member, shall be permitted to move any vehicle which is the subject of a violation of this section for the purpose of aiding in the removal of snow from the streets of the Municipality, and, if necessary, to tow and store such vehicle.

   (c)   Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
