Rates & Information
In the City of St. Clairsville, property owners are not required to pay a deposit for utility services. All customers must provide their signatures to authorize the initiation of service. Additionally, a 24-hour notice during weekdays is necessary for the commencement of service.
The following supplementary services are available:
- Online accounts – availability 24/7
- E-Billing, which includes email notifications of monthly bills, and Automatic payments through ACH processing
- Priority Medical List
- Pool Meters – From April 1st to September 30th
- Notification services for property owners
- Online service request submissions
- Night drop boxes for payments made after business hours

Added to each of the above rate schedules is: PURCHASE POWER ADJUSTMENT and KILOWATT TAX. Both of these are determined monthly based on the kilowatts used and the number of days in the billing cycle.

Utility bills are generated and dispatched by the 10th of each month. It is important to note that occasional delays may occur due to federal holidays. Customers of St. Clairsville Municipal Utilities are invited to opt for Paperless Billing to receive their monthly statements electronically. To take advantage of this service, customers must log into their utility accounts through the City’s website (www.stclairsville.com). Under this arrangement, customers will receive an electronic bill each month, and no paper bills will be mailed. In our commitment to reducing operational costs, we strongly encourage all customers to consider the benefits of the Paperless Billing option.
Please note that utility bills are due by the 23rd of each month. Payments may be made using cash, check, debit, or credit cards (Visa, MasterCard, or Discover), or through the automatic payment (ACH) program. A late fee of 10% will be applied to any bills that remain unpaid after the 23rd of the month. It is important to emphasize that payments made using Visa, MasterCard, American Express, or Discover credit or debit cards must be processed online at www.stclairsville.com.
