HELP US GET THE LEAD OUT
In order to protect our customers from lead in our drinking water, the City of St. Clairsville is working with the Ohio EPA (Environmental Protection Agency) to identify and catalog all service lines, including those in your home. While the City is responsible for the portion from the water main to your property line, the homeowner is responsible for the pipe that runs from the property line to the building. We are asking each customer to complete a short survey to report the material of their service line. HOW TO COMPLETE THE SURVEY
There are a couple ways to complete the survey:
- Located in your utility bill will be a printed survey to fill out and return to St. Clairsville Municipal Building 100 N. Market St. St. Clairsville, OH 43950. You can include the completed survey in your next utility payment or drop off in the utility payment drop box.

- Call (740)-695-1324 or (740)-695-0156 for a paper survey to be mailed to your address if you need.
- PLEASE INCLUDE A PHOTO IMAGE OF THE PIPE YOU HAVE TESTED, IF POSSIBLE. YOU MAY EMAIL AN IMAGE TO EMOSCATO@STCLAIRSVILLE.COM (INCLUDE YOUR NAME, HOME ADDRESS, AND THE SURVEY, IF POSSIBLE, WITH THE IMAGE).
HOW TO COMPLETE THE TEST
Locate the service line, typically it will be located in a utility room on the lowest level of the building or in a crawl space. The service line will be connected to the water meter, if you have one. Identify a test area on the pipe between the point where it enters the building and the inlet valve/meter. If the pipe is covered or wrapped, expose a small area of metal.
Use a coin, key, screwdriver, or other tool to scratch the pipe. You may also do the magnet test by placing a magnet directly on the pipe.
WHAT TO DO WHEN TEST IS COMPLETE
Once you have completed the test, print the survey (see links above and below), print legibly, mail the completed survey back with your utility bill, or leave in the utility drop box. You may also mail the finished survey to the Municipal Building 100 N. Market St. St. Clairsville, OH, 43950.
