COUNCIL MINUTES

April 17, 2017

St. Clairsville City Council met in Council Chambers on Monday, April 17, 2017, with the following present:

Jim Weisgerber, Council President Terry Pugh, Mayor

Mark Bukmir, Council 3rd Ward Jim Zucal, Service Director

Linda Jordan, Council-At-Large Jeff Henry, Police Chief

Jake Olsavsky, Council, 1st Ward Richard Myser, Law Dir

The meeting was called to order by Council President Jim Weisgerber.

Minutes of the April 3, 2017 regular meeting were distributed to Council. A motion to accept the minutes was made by Linda Jordan and seconded by John Tomlan.

CITIZENS HEARING:

Mike Goddard: Asked Council’s permission for St. Clairsville Jr. Sports to hold its first annual Opening Day Parade for approximately 350 baseball & softball players on Saturday May 13th. The Parade will begin at the Calvary Presbyterian Church and end at St. Clairsville High School. Immediately following the parade they will be holding opening day ceremony at the Jr. Sports complex where picnic style food will be served. A motion was made by Linda Jordan and seconded by Jake Olsavsky to provide Police Officers necessary to block off streets and maintain traffic.

REPORTS:

Service Director: Jim Zucal

Resolution No. 2017-20 will be presented on its first reading. It is to develop a drinking water source protection plan. Scott Brown will be working with the EPA and several other communities.

  • AFSCME negotiations ae going well
  • We will be having our monthly staff meeting the first Friday of the month.
  • The City will be picking up yard waste that is bagged in paper lawn & leaf bags placed near the curb on May 15th and 16th.

Nothing to report today

Police Chief, Jeff Henry:

The National Day of Prayer will be held on Thursday, May 4th. We will be blocking off some parking spaces in front of the Courthouse where they do their service. The Bible reading will be from April 28th to May 4th when they have the National Day of Prayer Service.

The Spring into Shape race for St. Mary’s will be held soon. They will be using Hutchinson, Sunset and the Biketrail. That will be on May 6th.

The new cruiser is in the basement waiting on the installation of the light bar. One cruiser is out of commission with transmission problems.

Finance Director, Cindi Henry: No Report

Planning & Zoning, Tom Murphy:

There will be a Board of Zoning Appeals meeting on May 11th at 6:00 p.m. here in the Council Chambers. J.P. Pack of 119 Rand Avenue is requesting a variance in order to construct a garage closer to the property line than what is allowed.

The Senior Living Facility is moving along pretty quickly. They have a lot of it framed up.

Recreation, Linda Jordan:

Zumba classes have started at 7:15 this evening and will be held each Monday.

Park District, Linda Jordan:

Judge Costine has officially appointed David Trouten to the Park Board. The term will expire December 2017. A motion was made by Linda Jordan and seconded by Jake Olsavsky to accept David Trouten as the City’s appointment to the Park Board.

ORDINANCES & RESOLUTIONS

Law Director, Richard Myser:

We have two pieces of legislation to consider tonight.

Ordinance No. 2017-16 this is the Ordinance relating to vicious dogs. It will be read on its second reading.

The next resolution we have is No. 2017-20 authorizing the City to develop a Drinking Water Source Protection Plan.

There was presented and read to Council on its second reading by title only, ORDINANCE NO. 2017-16; AN ORDINANCE ENACTING CODIFIED SECTION 505.15 RELATING TO VICIOUS DOGS.

There was presented and read to Council on its first reading by title only, RESOLUTION NO. 2017-20; A RESOLUTION AUTHORIZING THE CITY OF ST. CLAIRSVILLE TO DEVELOP A DRINKING WATER SOURCE PROTECTION PLAN.

NEW BUSINESS: Mayor’s Report

The Mayor’s Collection for March 2017 was $3,433.60. A motion was made by Jake Olsavsky and seconded by Linda Jordan to accept the Mayor’s Report.

Mark Bukmir: A lot of grass clippings are going into the streets. That is bad for the storm sewers but also for motorcyclists. When they hit that grass it is dangerous.

I notice there is always an ongoing problem with the yard sale signs. Yesterday was Easter Sunday and there where yard sale signs that should have been taken down but were still in front of the Churches. Jim Weisgerber: That is something we could put in the newspaper. Clerk: All those rules are on the paper that is given to everyone purchasing a garage sale permit. Jim Zucal: When we see people blowing grass out into the street we are stopping them. We will stay on top of that.

CORRESPONDENCE:

St. Clairsville Public Library: The Clerk read a letter from Doug Walsh, Director of the Library. On Monday, June 5th from 12-3 p.m. the Library kicks off its Summer Reading Program with an Open House. He is asking the City to help the library with parking and activity space during the Open House. A motion was made by Linda Jordan and seconded by Jake Olsavsky to cooperate with the Library with parking spaces during the Open House.
