AN ORDINANCE TO LEVY A MUNICIPAL MOTOR VEHICLE LICENSE FEE PURSUANT TO SECTION 4504.17, OHIO REVISED CODE AND DECLARING AN EMERGENCY
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF ST. CLAIRSVILLE, OHIO:
Section 1: There is hereby levied an annual license tax upon the operation of motor vehicle on the public roads or highways pursuant to §4504.17, Ohio Revised Code, for the purposes of paying the costs and expenses of enforcing and administering the tax provided for in this section and to provide additional revenue for the purpose set forth in §4504.06, Ohio Revised Code, and to supplement review already available for such purposes.
Section 2: Such tax shall be at the rate of Five Dollars ($5.00) per motor vehicle on each and every motor vehicle the district of registration of which, as defined in §4503.10, Ohio Revised Code, is the City St. Clairsville, Ohio.
Section 3: As used in this ordinance, the term “motor vehicle” means any and all vehicles included within the definition of motor vehicle in §4501.01 and §4505.01, Ohio Revised Code.
Section 4: The tax imposed by this ordinance shall apply to and be in effect for the registration year commencing January 1, 2017, and shall continue in effect and application during each registration year thereafter.
Section 5: The tax imposed by this ordinance shall be paid to the Registrar of Motor Vehicles of the State of Ohio or to a Deputy Registrar at the tine application for registration of a motor vehicle is made as provided in §4503.1, Ohio Revised Code.
Section 6: All monies derived from the tax hereinbefore levied shall be used by the City of St. Clairsville for the purposes specified in this ordinance.
Section 7: That this Ordinance is declared to be an emergency measure necessary for the immediate preservation of the public health, safety and welfare and such that Council for the City of St. Clairsville desires to levy a municipal motor vehicle license fee.
Section 8: The Ordinance shall take effect and be in force from and after the earliest period allowed by the Charter of the City of St. Clairsville, Ohio.
