AN ORDINANCE CREATING THE POSITION OF

DEPUTY SUPERINTENDENT OF THE

ELECTRIC DEPARTMENT AND DECLARING AN EMERGENCY

WHEREAS, a vacancy currently exists in the office of the Electric Department for the City of St. Clairsville; and

WHEREAS, the ongoing operations of the City of St. Clairsville may be adversely affected in the event an individual does not immediately assume certain duties associated with the office of the Electric Department for the City of St. Clairsville; and

WHEREAS, reasonable measures must now be undertaken to locate an individual who can immediately assume certain duties of the Deputy Superintendent under the Charter of the City of St. Clairsville to be recruited and properly trained; and

WHEREAS, council for the City of St. Clairsville desires to create the position of Deputy Superintendent so that the general supervision in the day to day operations and management, conducting maintenance and installation of high voltage and secondary electric lines and other duties assigned for the City of St. Clairsville can be addressed by an individual deemed capable of completing the same.

NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF ST. CLAIRSVILLE, OHIO:

Section 1: That the position of Deputy Superintendent is hereby created by the council for the City of St. Clairsville.

Section 2: That the selection of an individual to serve as the Deputy Superintendent for the City of St. Clairsville shall be pursuant to the appointment by the Mayor of the City of St. Clairsville to be approved by Council. Further, the individual selected to serve as Deputy Superintendent for the City of St. Clairsville may be removed from office by the Mayor.

Section 3: That the stated gross yearly salary for the Deputy Superintendent shall be $47,500.00. After serving an approved six (6) month probation period, his salary shall be increased to $50,000.00 per year and entitled to the same benefit package as other non-bargaining employees.

Section 4: That this Ordinance is declared to be an emergency measure necessary for the immediate preservation of the public peace, health and safety of the residents of the City of St. Clairsville so that the day to day operations and management of the electric department for the City of St. Clairsville can be addressed without interruption to the ongoing operations of all departments of the City of St. Clairsville.

Section 5: That this ordinance shall take effect and be in full force from and after the earliest period allowed by the Charter of the City of St. Clairsville, Ohio.
