AN ORDINANCE AMENDING SECTION 925.01(b)
TO ESTABLISH WATER RATES EFFECTIVE AT THE
EARLIEST DATE DETERMINED BY LAW
AND DECLARING AN EMERGENCY
WHEREAS, the City of St. Clairsville operates a municipal water system with the responsibility to provide clean potable water to all of its customers; and
WHEREAS, the cost of production of said potable water is escalating; and
WHEREAS, it is necessary to have income to meet expenses, plus generate funds for system operation, maintenance, and repair.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF ST. CLAIRSVILLE, OHIO:
Section 1: That Codified Ordinance Section 925.01(b) is hereby amended to read as follows:
925.01(b) WATER RATES; BILLING
(b) User Charges. Effective with the earliest date determined by law, the following water rates are hereby approved and established.

Water rates for Compound Meters High Side within the City Limits will increase to the “10001+” tier for each year thereafter according to the schedule.
Water rates for Water-Not-Inside-City-Limits shall be charged user charges based upon the quantity of water used at such location at the same rate as Inside-City-Limits plus an additional fifty percent (50%).
Accounts shall be payable at the Municipal Utility Office or WesBanco Bank, Inc., online or drop box, on or before the twenty-third (23rd) day of the month in which the utility bill was mailed to the customer. If the account is not paid within the aforesaid time period, a late payment charge of ten percent (10%) shall be imposed.
The financial institution designated in this section is authorized to collect a utility customer’s payment, process the payment and deposit the payment into the City’s account at said financial institution. It is deemed that said services are being rendered as a convenience to its customers.
Section 2: That this Ordinance is declared to be an emergency measure necessary for the immediate preservation of the public peace, health and safety of the residents of the City of St. Clairsville in order to stabilize the water fund and the water department’s financial standard in a reasonable an expeditious manner.
Section 3: That this Ordinance shall take effect and be in full force from and after the earliest period allowed by the Charter of the City of St. Clairsville, Ohio.
