A RESOLUTION TO SUPPORT LEGISLATION TO REINSTATE THE LOCAL GOVERNMENT

FUND BACK TO THE 2005 FUNDING LEVELS AND DECLARING AN EMERGENCY

WHEREAS, the Local Government Funding in each County, Township, City and Village pays for a wide range of vital services from police, fire and ambulances, parks and recreation, and public health clinics; and

WHEREAS, the purpose of this legislation is to assist local communities to make ends meet and provide basic vital services; and

WHEREAS, the safety and well-being of our citizens is at risk and “enough is enough;” and

WHEREAS, State cuts, coupled with tax breaks for the wealthy and big corporations, have created significant funding shortages at the local level, to the point where local governments cannot adequately provide many essential services; and

WHEREAS, Local Government Funding would begin in July 2018 and continue in each fiscal year thereafter; and

WHEREAS, the State is sitting on a large budget surplus and taxpayers are frustrated and local governments are looking to the legislature for assistance; and

WHEREAS, the State government has an obligation to partner with local governments, not bankrupt them.

NOW, THEREFORE, be it resolved by the Council of the City of St. Clairsville, County of Belmont, State of Ohio:

Section 1:        That this Council unanimously supports the Local Government Funding Bill introduced by the State Representatives Jack Cera and John Rogers.

Section 2:        That this Council respectfully requests that all State Representatives and State Senators support and vote for this LGF Bill.

Section 3:        That this Resolution is declared to be an emergency measure necessary for the immediate preservation of the public health, safety and welfare and such that Council for the City of St. Clairsville to support Local Government Funding Bill.

Section 3:        This Resolution shall take effect and be in force from and after the earliest period allowed by the Charter of the City of St. Clairsville, Ohio.
