COUNCIL MINUTES
December 17, 2018
St. Clairsville City Council met in Council Chambers on Monday, December 17, 2018 with the following present:
Tim Porter, Council President Terry Pugh, Mayor

The meeting was called to order by President, Tim Porter
MINUTES: Minutes of the December 3, 2018 meeting were distributed to Council. A motion was made by Jim Velas and seconded by Linda Jordan to approve the Minutes of December 3, 2018.

CITIZENS HEARING:
There were no Citizens present who wished to address Council.
REPORTS:
Service Director, Jim Zucal:
I did provide information from Aqua Ohio electronically. We also put for the Council Members a copy of the company profile and fact sheet hard copy in each of your mail boxes. This shares some information about the company who has made their presence known to the City and City Council. I find that to be interesting, there is some good reading and I hope you all take the time to look at it.
Some good news, the Commons Mall Crossing road is open. The City part was always open but now the County portion and the TIDD portion is open all the way to ring road so you can traverse that area back and forth. I was out there this evening, I did not see a lot of traffic but it is a good shortcut for now and I think with our water tank coming on board this spring or summer there will be some synergy and some real good economic growth in the area. I am looking forward to some big things.
Today the Mayor, Don and Darin and I met. We walked down to Main Street. We are going to do some work on the south side of Main Street. We are going to do some trimming of trees and possibly the removal of some of the trees. We have safety related issues with the trees. Tom Murphy went out and provided some pictures. We are going to just clean the whole area up do some comprehensive cleaning downtown. We are cleaning off the walks and sweeping. We want to make the area look nice for this winter.
Mayor, Terry Pugh:
I would just like to ask you all again to make sure you follow through on the rental property owners in your area or that you know in the City. If you get them to me by the next meeting we will start compiling them, get a list together to have some kind of a public meeting for everybody to come in and discuss what we might have to do as far as ordinances in the future.
The only other thing is I want to wish everyone a Merry Christmas and a Happy and safe New Year to you and your family. Tim Porter: The same to you.
Police Chief, Jeff Henry: No Report
Finance Director, Cindi Henry:
Due to the way the calendar falls our next meeting is the 7th of January we will be passing appropriations out and passing them that night. They will be emailed to you prior to that week-end. They should be done by Friday and emailed out to you so you can review them. \
We are having our employee appreciation luncheon this Thursday at 11:30 at the electric-street garage.
Planning & Zoning Administrator, Tom Murphy:
Some good news for Council. You might recall I was talking about Pizza Milano and the structure that they own on East Main Street across from the Marathon. They did receive their State Historic Tax Credit. They received notice that they were awarded those for approximately $149,000 and the Federal Credit is approximately the same so for an almost $700,000 project $300,000 of that is going to be through Historic Tax Credits so that is great news for them and great news for the City and they plan on moving forward in the coming months starting the completion of that project so if anyone sees the owner tell him congratulations.
Remember the rezoning hearing before City Council is January 7th for 243 West Main Street. It is the structure just to the East of the Round House Gas Station. The Planning Commission recommended approval of the rezoning of that property to Downtown District. City Council will have its meeting on January 7th. If you have any questions always feel free to give me a call or stop in.
Jim the Mayor and I are looking at improving some of the utilities in the Walnut Avenue area of the city near Memorial Park. There are some lots out there that could be developed for single family homes after utility improvements are made such as the water, electric and sanitary. Those are just a few projects that we are working on.

Building and Grounds, Perry Basile:
Did we ever get those doors at the Recreation Center? I know we got some bids on them. Is that something we can budget in for the New Year? Jim Zucal: I have tasked Lindsay with getting it closed and getting it done. The ball is in her court and we talked about doing it. There was also some discussion about wooden doors and I will meet with her again and get back with you.
Planning Commission, Mike Smith: No Report
Fire District, Frank Sabatino: Not Present
Recreation, Linda Jordan:
Indoor hockey and indoor soccer signups will begin soon.
Park District, Linda Jordan:
The meeting was canceled. There should be one the second Monday of next month.
ORDINANCES & RESOLUTION: Law Director, Richard Myser
We don’t have any legislation to work on tonight and I have not been informed of any Executive Session requests so we will not be going into Executive Session tonight and I do not have anything else.
The Next Council Meeting will be Monday, January 7, 2019 at 7:30 in Council Chambers.
There being no further business to come before Council a motion to adjourn was made by Mike Smith and second by Perry Basile.
