AS PREVIOUSLY AMENDED BY ORDINANCE 2018-04

TO ESTABLISH SEWER RATES EFFECTIVE

AT THE EARLIEST DATE DETERMINED

BY LAW AND DECLARING AN EMERGENCY

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF ST. CLAIRSVILLE, OHIO:

SECTION 1: That Codified Ordinance Section 933.02(b) is hereby amended to read as follows:

933.02 SEWER RATES; BILLING

(b) User Charges: Effective with the earliest date determined by law, the following sewer rates are hereby approved and established:

Sewer Rates for Compound Meters within the City Limits will increase to the ‟10001+” tier for each year thereafter.

Accounts shall be payable at the Municipal Utility Office or WesBanco Bank, Inc., online or drop box, on or before the twenty-third (23rd) day of the month in which the utility bill was mailed to the customer.  If the account is not paid within the aforesaid time period, a late payment charge of ten percent (10%) shall be imposed.

The financial institution designated in this section is authorized to collect a utility customer’s payment, process the payment and deposit the payment into the City’s account at said financial institution.  It is deemed that said services are being rendered as a convenience to its customers.

Section 2:  That this Ordinance is declared to be an emergency measure necessary for the immediate preservation of the public peace, health and safety of the residents of the City of St. Clairsville in order to stabilize the sewer fund in a reasonable and expeditious manner.

Section 3:  That this Ordinance shall take effect and be in full force from and after the earliest period allowed by the Charter of the City of St. Clairsville, Ohio.

            PASSED  at  a  meeting  of  the Council of the City of St. Clairsville on this 4th day of March, 2019, by the affirmative vote of 7 members of the council.
