RESOLUTION NUMBER 2019 – 22 

A RESOLUTION RECOMMENDING THE CITY ADMINISTRATION, WORKING WITH THE CITY COUNCIL UTILITY COMMITTEE, EXPLORE FURTHER OPTIONS WITH W. E. QUICKSALL ENGINEERING COMPANY AND THE OHIO RURAL COMMUNITY ASSISTANCE PROGRAM FOR THE FUNDING AND IMPROVEMENT OF THE CITY WATER AND SEWER SYSTEMS AND DECLARING AN EMERGENCY

WHEREAS, the City is currently considering the privatization of its water and sewer systems; and

WHEREAS, at recent Council meetings, representatives from W. E. Quicksall Engineering Company and Julie Ward from the Ohio Rural Community Assistance Program have addressed the Council regarding various options for improving the City water and sewer systems and the funding associated therewith; and

WHEREAS, the Council finds it prudent to investigate all options to improve and fund the improvement of its water and sewer systems.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ST. CLAIRSVILLE, OHIO, as follows:

Section 1:        That the City Council recommends to the City Administration, working with the City Utility Committee, that they investigate and explore, with W. E. Quicksall Engineering Company and with the Ohio Rural Community Assistance Program and any other appropriate agency or resource, any further options available to the City for the improvement of its water and sewer systems and the funding of these options.

Section 2:        That this Resolution is declared to be an emergency measure necessary for the immediate preservation of the public peace, health and the safety of the residents of the City of St. Clairsville such that the Council for the City of St. Clairsville wishes to further explore available options for the improvement of its water and sewer systems.

Section 3:        That this Resolution shall take effect and be in force from and after the earliest period allowed by the Charter of the City of St. Clairsville, Ohio.
