RESOLUTION NUMBER 2020-4

A RESOLUTION CONFIRMING THE HIRE OF

MATT ARBENZ AS THE CHIEF OF POLICE FROM AND

AFTER FEBRUARY 6, 2020 AND

DECLARING AN EMERGENCY

WHEREAS, pursuant to Article V, Section 7 of the Charter of the City of St. Clairsville, Ohio, the Chief of Police shall be appointed by Council on the recommendation of the Mayor; and

WHEREAS, pursuant to Article V, Section 7 of the Charter of the City of St. Clairsville, the Chief of Police shall be considered a member of the classified service in the Division of Safety; and

WHEREAS, City Council of St. Clairsville has appointed and confirms Matt Arbenz to serve as the Chief of Police for the City of St. Clairsville, Ohio; and

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ST. CLAIRSVILLE, OHIO:

Section 1:  That the appointment of Matt Arbenz as the Chief of Police from and after February 6, 2020, Chief Arbenz shall serve a sixty (60) day instructional period beginning with the effective date of his appointment.  At the conclusion of the sixty (60) day instructional period, Chief Arbenz’s performance shall be evaluated by the Mayor; successful completion of the instructional period shall have no effect on the classified status of Chief Arbenz’s employment.

Section 2:  The salary of the Chief of Police shall be at a rate of $67,163.46 per year.

Section 3:  Chief Arbenz shall accrue sick leave as outlined in the City’s Personnel Policy and Procedure Manual or applicable City ordinances and/or resolutions, as amended from time to time.

Section 4:  Chief Arbenz shall be entitled to all other types of leave and benefits in accordance with the City’s Personnel Policy and Procedure Manual or applicable City ordinances and/or resolutions, as amended from time to time.

Section 5:  Chief Arbenz shall be entitled to liquidation of leave at the time of separation in accordance with the then current City’s Personnel Policy and Procedure Manual or applicable City ordinances and/or resolutions, as amended from time to time.

Section 6:  That this Resolution is declared to be an emergency measure necessary for the immediate preservation of the public peace, health and the safety of the residents of the City of St. Clairsville regarding the hiring of the Chief of Police.
