RESOLUTION NUMBER 2020-12

A RESOLUTION AUTHORIZING THE CITY OF ST. CLAIRSVILLE TO PREPARE AND SUBMIT AN APPLICATION TO BELOMAR FOR COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS FOR THE PURPOSE OF CLEARANCE/DEMOLITION OF AN ABANDONED/DILAPIDATED RESIDENTIAL STRUCTURE LOCATED AT 104 JEFFERSON STREET, ST. CLAIRSVILLE AND DECLARING AN EMERGENCY

Be it resolved by the Council of the City of St. Clairsville, Ohio:

WHEREAS, Belomar, the regional metropolitan planning organization, administers financial assistance for Community Development Block Grant funds for Belmont County communities; and

WHEREAS, the City of St. Clairsville desires financial assistance under the Community Development Block Grant (CDBG) Program to demolish an abandoned, dilapidated residential structure located at 104 Jefferson Street that is a danger to the public health, safety and welfare.

Section 1:  That the Council of the City of St. Clairsville approves filing an application for financial assistance.

Section 2:  That the Mayor of the City of St. Clairsville is hereby authorized and directed to execute and file an application with Belomar for Community Development Block Grant (CDBG) funds and will provide all information and documentation required to become eligible for possible funding assistance.

Section 3:  The City of St. Clairsville does agree to obligate the funds, if required, to satisfactorily complete the proposed project and become eligible for reimbursement under the Community Development Block Grant (CDBG) Program.

Section 4:  That this Resolution is declared to be an emergency measure necessary for the immediate preservation of the public peace, health and safety and such that the Council of the City of St. Clairsville desires to apply for financial assistance in order to provide the clearance and demolition of an abandoned and dilapidated residential structure located at 104 Jefferson Street as soon as possible as a clearance activity, in the spot slum and blight demolition category of the Community Development Block Grant (CDBG) Program.

Section 5:  This resolution shall take effect and be in force from and after the earliest period allowed by the Charter of the City of St. City of St. Clairsville, Ohio.

PASSED at a teleconference meeting of the Council of the City of St. Clairsville on this 18th day of May, 2020, by the affirmative vote of 7 members of the Council.
