ORDINANCE NUMBER 2021-5

AN ORDINANCE ABOLISHING THE POSITIONS OF SUPERINTENDENT OF

WATER/WASTE WATER PLANT OPERATIONS AND SUPERINTENDENT OF

WATER/WASTE WATER DISTRIBUTION AND COLLECTION AND CREATING

THE POSITION OF SUPERINTENDENT OF WASTE WATER FOR THE CITY OF ST.

CLAIRSVILLE, OHIO AND DECLARING AN EMERGENCY

WHEREAS, in order to promote the more efficient and economical operation in the City’s Waste Water Department, Council for the City of St. Clairsville, upon the recommendation of the Public Service/Safety Director and the Finance Director, have determined that the positions of Superintendent of Water/Waste Water Plant Operations and Superintendent of Water/Waste Water Distribution and Collection should be abolished and the position of Superintendent of Waste Water should be created; and,

WHEREAS, the abolishment of the positions of Superintendent of Water/Waste Water Plant Operations and Superintendent of Water/Waste Water Distribution and Collection and the creation of the position of Superintendent of Waste Water will provide the city with a cost savings in regards to the operation of the City’s Waste Water Department; and,

NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF ST. CLAIRSVILLE, OHIO:

SECTION 1:  That the positions of Superintendent of Water/Waste Water Plant Operations and Superintendent of Water/Waste Water Distribution and Collection are hereby abolished and, in order to promote a more economical and efficient operation of said department, the position of Superintendent of Waste Water is created.

SECTION 2:  That the position of Superintendent of Waste Water shall work under the direction and supervision of the Public Service/Safety Director.

SECTION 3:  That this Ordinance is declared to be an emergency measure necessary for the immediate preservation of the public health, safety and welfare of the residents of the City of St. Clairsville and so that operations within the City’s waste water department can continue without undue interruption and operate in a more efficient manner.

SECTION 4:  That this Ordinance shall take effect and be in force from and after the earliest period allowed by the Charter of the City of St. Clairsville, Ohio.

PASSED at a meeting of the Council of the City of St. Clairsville on this 15th day of March, 2021, by the affirmative vote of 5 members of the council.
