 RESOLUTION HIRING JASON DUVALL

AS SUPERINTENDENT OF THE WASTE WATER DEPARTMENT

AND DECLARING AN EMERGENCY

WHEREAS, the City of St. Clairsville is required by the Ohio Environmental Protection Agency to employ a licensed waste water operator or a technical supervisor to oversee the waste water treatment plant operations at all times, to test and treat the water and to make certain reports to the Ohio Environmental Protection Agency; and

WHEREAS, Jason Duvall is a qualified and licensed waste water treatment plant operator and is willing to be employed by the City of St. Clairsville, Ohio, as the Superintendent of the Waste Water Department of the City of St. Clairsville, Ohio, and to perform the duties and reporting required by the Ohio Environmental Protection Agency.  Mr. Duvall currently possesses an Ohio EPA Class II Wastewater Treatment Operator license.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ST. CLAIRSVILLE, OHIO:

SECTION 1: That Jason Duvall be employed as the Superintendent of the Waste Water Department for the City of St. Clairsville as required by the Ohio Environmental Protection Agency subject to the City’s six (6) month probationary period.

SECTION 2:  That Jason Duvall be compensated a salary at the rate of $63,500.00 per year.

SECTION 3:  That Jason Duvall will ensure all testing, treatment and reporting be completed in accordance with the Ohio Environmental Protection Agency regulations and perform all other duties assigned to him by the Director of Public Services/Safety for the City of St. Clairsville, Ohio.

SECTION 4:  That Jason Duvall will ensure that all records be properly kept and that the relevant reports be completed.

SECTION 5:  That Jason Duvall will maintain the proper licenses and qualifications necessary to complete the above specified duties as required by the Ohio Environmental Protection Agency.

SECTION 6:    That Jason Duvall shall be entitled to all types of leave and benefits in accordance with the City’s Personnel Policy and Procedure Manual or applicable City ordinances and/or resolutions, as amended from time to time.

SECTION 7:  That this Resolution is hereby passed as an emergency measure necessary for the benefit of the public health, safety and welfare of the residents of the City of St. Clairsville and will take effect at that the time allowed by law.      

PaASSED at a meeting of the Council of the City of St. Clairsville on this 7th day of June, 2021, by the affirmative vote of 6 members of the council.
