RESOLUTION NUMBER 2021-30

A RESOLUTION AUTHORIZING KATHRYN THALMAN, MAYOR OF THE CITY OF

ST. CLAIRSVILLE, TO PREPARE AND SUBMIT AN APPLICATION TO

PARTICIPATE IN THE APPALACHIAN REGIONAL COMMISSION AND/OR OHIO

GOVERNOR’S OFFICE OF APPALACHIA PROGRAMS AND TO EXECUTE

CONTRACTS AS REQUIRED AND DECLARING AN EMERGENCY

WHEREAS, the Appalachian Regional Commission (ARC) and Ohio Governor’s Office of Appalachia (GOA) provide financial assistance for equipment and capital improvements; and

WHEREAS, the City of St. Clairsville is planning to make capital improvements to the water utility for the following project: Water Distribution System Improvements Phase 1; and

WHEREAS, the proposed improvement herein above described is considered to be a priority need for the community and is a qualified project under the ARC and GOA programs; and

WHEREAS, the City of St. Clairsville is requesting a grant from the ARC and/or GOA programs in the amount of Two Hundred Fifty Thousand and 00/100 Dollars ($250,000.00) for said project; and

WHEREAS, the City of St. Clairsville has matching funds in the amount of Two Million Eight Hundred Seventy-Four Thousand Nine Hundred Fifty and 00/100 Dollars ($2,874,950.00) from other grants, loans, and/or local funds for said project.

NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ST. CLAIRSVILLE:

Section 1The Mayor of the City of St. Clairsville is hereby authorized to apply to the ARC and/or GOA programs for funds as described above.

Section 2:  The Mayor of the City of St. Clairsville is authorized to enter into any agreements as may be necessary and appropriate for obtaining this financial assistance.

Section 3:  That this Resolution is declared to be an emergency measure necessary for the immediate preservation of the public peace, health and the safety of the residents of the City of St. Clairsville.

PASSED at a meeting of the Council of the City of St. Clairsville on this 18th day of October, 2021, by the affirmative vote of 6 members of council.
