AN ORDINANCE AUTHORIZING AND DIRECTING THE

DIRECTOR OF PUBLIC SERVICE/SAFETY TO SOLICIT

COMPETITIVE BIDS FOR THE NEW 69kV HESS

SUBSTATION DEADEND AND METERING ADDITION

IN THE CITY OF ST. CLAIRSVILLE

AND AUTHORIZING AN EXPENDITURE

NOT TO EXCEED $600,000.00 FOR THE CALENDAR

YEAR 2022 AND DECLARING AN EMERGENCY

 

WHEREAS, the City has determined that the 69kV AEP interconnect at the Hess Substation needs to be relocated; and

WHEREAS, the Hess Substation Deadend and Metering Addition will improve the public peace, health, and welfare of the residents of the City of St. Clairsville.

NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF ST. CLAIRSVILLE, OHIO:

SECTION 1:  That the Director of Public Service/Safety for the City of St. Clairsville is authorized and directed to solicit competitive bids for the new 69kV Hess Substation Deadend and Metering Addition in the City of St. Clairsville, and to accept the lowest and best bid for the procurement of materials and construction of the complete substation addition, new gate in the substation fence, and the removal of an existing lighting mast and to authorize work for such improvements not to exceed $600,000.00 for the calendar year 2022.

SECTION 2:  That the Director of Public Service/Safety is authorized to spend funds for materials and construction of the complete substation addition and related work upon award of a contract.

SECTION 3:  That this Ordinance is declared to be an emergency measure necessary for the preservation of the public peace, health, welfare and safety of the residents of the City of St. Clairsville and for further reasons that delays in the new 69kV Hess Substation Addition and related work will adversely affect the safety interests of the residents of the City of St. Clairsville and the financial interest of the City.

SECTION 4That this Ordinance shall take effect and be in force from and after the earliest period allowed by the Charter of the City of St. Clairsville, Ohio.

PASSED at a meeting of the Council of the City of St. Clairsville on this 1st day of November, 2021, by the affirmative vote of 5 members of the council.
