AN ORDINANCE ESTABLISHING AN ELECTRIC
SERVICE BUDGET AGREEMENT WITH
ST. CLAIRSVILLE MUNICIPAL UTILITIES
AND DECLARING AN EMERGENCY
WHEREAS, Council has determined that there is a need to establish an ordinance establishing an Electric Service Budget Agreement with St. Clairsville Municipal Utilities for those customers requesting a budget agreement for electrical services.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF ST. CLAIRSVILLE, OHIO:
SECTION 1: That Title Three, Utilities, Chapter 921, Electricity, shall be amended by adding Section 921.10, Electric Service Budget Agreement, as follows:
921.10 ELECTRIC SERVICE BUDGET AGREEMENT.
(a) Once customers have established 12 consecutive months of billing for
electrical services at the requested service address, Customers may elect to enter
into an Electric Service Budget Agreement which purpose is to break down total
yearly usage of electric services into manageable monthly bills. The budget
billing period will run from September to August.
SECTION 2: All ordinances inconsistent herewith are repealed to the extent of the inconsistencies.
SECTION 3: That this Ordinance is hereby declared to be an emergency measure necessary for the immediate preservation of the public peace, health, welfare, and safety of the residents of the City of St. Clairsville.
SECTION 4: This Ordinance shall take effect and be in force from and after the earliest period allowed by the Charter of the City of St. Clairsville.
Passed at a meeting of the Council of the City of St. Clairsville on this 21st day of June, 2022, by the affirmative vote of 7 members of the council.
