RESOLUTION 2023-01
A RESOLUTION AUTHORIZING THE PUBLIC SERVICE/SAFETY DIRECTOR,
ON BEHALF OF THE CITY OF ST. CLAIRSVILLE, TO FILE AN APPLICATION
WITH THE OHIO DEPARTMENT OF TRANSPORTATION FOR LOCAL ROADS OIL
AND SHALE PROGRAM FUNDING FOR THE REHABILITATION OF NORTH
SUGAR STREET AND DECLARING AN EMERGENCY
WHEREAS, the State of Ohio, through the Ohio Department of Transportation, administers financial assistance to projects that need economic support for infrastructure repairs in counties, cities, and villages impacted by increased vehicular truck traffic from oil and gas production through the Local Roads Oil and Shale Program; and
WHEREAS, the City of St. Clairsville desires financial assistance under the Local Roads Oil and Shale Program for the further rehabilitation of North Sugar Street which has been heavily damaged from truck traffic due to the oil and gas industry.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ST. CLAIRSVILLE, OHIO:
SECTION 1: That the City of St. Clairsville approves filing an application for the Local Roads Oil and Shale Program for the handling of the rehabilitation of North Sugar Street.
SECTION 2: That the Public Service/Safety Director is hereby authorized and directed to execute and file an application with the Ohio Department of Transportation and to provide all information and documentation required to become eligible for possible funding assistance.
SECTION 3: That this Resolution is declared to be an emergency measure necessary for the immediate preservation of the public peace, health, welfare, and safety of the residents of the City of St. Clairsville such that the Council for the City of St. Clairsville desires to apply for financial assistance with the Ohio Department of Transportation for the Local Roads Oil and Shale Program to fund the rehabilitation of North Sugar Street due to damage caused by heavy truck traffic from the oil and gas industry.
SECTION 4: That this resolution shall take effect and be in force from and after the earliest period allowed by the Charter of the City of St. Clairsville, Ohio.
