RESOLUTION 2023-08
A RESOLUTION AUTHORIZING THE PUBLIC SERVICE/SAFETY DIRECTOR,
ON BEHALF OF THE CITY OF ST. CLAIRSVILLE, TO FILE AN APPLICATION
WITH THE OHIO FACILITIES CONSTRUCTION COMMISSION FOR TRAIN
DEPOT AND FAIR EXHIBIT BUILDING REHABILITATION FUNDING AND
DECLARING AN EMERGENCY
WHEREAS, the State of Ohio, through the Ohio Facilities Construction Commission, administers capital improvement funds appropriated by the General Assembly and governor for construction projects at Ohio’s cultural and sports facilities through the Cultural Facilities Grants program; and
WHEREAS, the City of St. Clairsville desires financial assistance under the Cultural Facilities Grants program for further rehabilitation of the City’s historic train depot and a former Belmont County Fair exhibit building.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ST. CLAIRSVILLE, OHIO:
SECTION 1: That the City of St. Clairsville approves filing an application for the Cultural Facilities Grants program for train depot and former Fair exhibit building rehabilitation funding.
SECTION 2: That the Public Service/Safety Director is hereby authorized and directed to execute and file an application with the Ohio Facilities Construction Commission and to provide all information and documentation required to become eligible for possible funding assistance.
SECTION 3: That this Resolution is declared to be an emergency measure necessary for the immediate preservation of the public peace, health, welfare, and safety of the residents of the City of St. Clairsville such that the Council for the City of St. Clairsville desires to apply for financial assistance with the Ohio Facilities Construction Commission’s Cultural Facilities Grants program for train depot and former Fair exhibit building rehabilitation funding.
SECTION 4: That this resolution shall take effect and be in force from and after the earliest period allowed by the Charter of the City of St. Clairsville, Ohio.
