RESOLUTION 2023-10

 RESOLUTION AUTHORIZING THE HIRING OF MICHAEL REED

AS SUPERINTENDENT OF THE WASTE WATER DEPARTMENT

AND DECLARING AN EMERGENCY

 

WHEREAS, the City of St. Clairsville is required by the Ohio Environmental Protection Agency to employ a licensed waste water operator or a technical supervisor to oversee the waste water treatment plant operations at all times, to test and treat the water and to make certain reports to the Ohio Environmental Protection Agency; and

WHEREAS, Michael Reed is a qualified and licensed waste water treatment plant operator and is willing to be employed by the City of St. Clairsville, Ohio, as the Superintendent of the Waste Water Department of the City of St. Clairsville, Ohio, and to perform the duties and reporting required by the Ohio Environmental Protection Agency.  Mr. Reed currently possesses an Ohio EPA Class II Wastewater Treatment Operator license.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ST. CLAIRSVILLE, OHIO:

SECTION 1That Michael Reed be employed as the Superintendent of the Waste Water Department for the City of St. Clairsville as required by the Ohio Environmental Protection Agency subject to the City’s six (6) month probationary period and is entitled to benefits for said full-time salaried position.

SECTION 2:  That the salary of the Superintendent of the Waste Water Department shall be Sixty-Five Thousand and No/100 Dollars ($65,000.00) per year during the probationary period, and shall be paid on a biweekly basis. Salary shall be increased to Sixty-Seven Thousand Five Hundred and No/100 Dollars ($67,500.00) per year based upon successful completion of the probationary period and shall be paid on a bi-weekly basis.

SECTION 3:  That Michael Reed will ensure all testing, treatment and reporting be completed in accordance with the Ohio Environmental Protection Agency regulations and perform all other duties assigned to him by the Director of Public Service/Safety for the City of St. Clairsville, Ohio.

SECTION 4:  That Michael Reed will ensure that all records be properly kept and that the relevant reports be completed.

SECTION 5:  That Michael Reed will maintain the proper licenses and qualifications necessary to complete the above specified duties as required by the Ohio Environmental Protection Agency.

SECTION 6:  That this Resolution is hereby passed as an emergency measure necessary for the benefit of the public health, safety and welfare of the residents of the City of St. Clairsville and will take effect at that time allowed by law.

PASSED at a meeting of the Council of the City of St. Clairsville on this 21st day of February, 2023, by the affirmative vote of 7 members of the council.
