ORDINANCE No. 2020-40
AN ORDINANCE ABOLISHING THE POSITION OF UTILITY OFFICE
MANAGER/ASSISTANT FINANCE/IT AND CREATING THE POSITION OF
“UTILITY MANAGER” AND DECLARING AN EMERGENCY
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF ST. CLAIRSVILLE, OHIO:
SECTION 1: That the position of Utility Manager/Assistant Finance/IT is hereby abolished.
SECTION 2: That the position of “Utility Manager” is hereby created in the Unclassified Civil Service Status of the City.
SECTION 3: That the duties of the Utility Manager shall be as set forth in the Position Description attached hereto as Exhibit “A” to said Ordinance, which said Position Description may be modified by Council from time to time as necessary.
SECTION 4: That the salary of the Utility Manager shall be Fifty-Two Thousand and No/100 Dollars ($52,000.00) per year and shall be paid on a bi-weekly basis.
SECTION 5: That this Ordinance is declared to be an emergency measure necessary for the immediate preservation of the public peace, health, and safety in that the creation of the position of Utility Manager is necessary for the efficient operation of the various City departments.
SECTION 6: That this Ordinance shall take effect and be in force from and after the earliest period allowed by the Charter of the City of St. Clairsville, Ohio.
PASSED at a meeting of the Council of the City of St. Clairsville on this 19th day of January, 2021, by the affirmative vote of 5 members of the council.
